USDA issues three Packers and Stockyards complaints
USDA issued a complaint against Thomas Lee Tracy doing business as Twisted T. Livestock LLC.

Thomas Lee Tracy dba Twisted T. Livestock LLC
The US Department of Agriculture issued a complaint against Thomas Lee Tracy doing business as Twisted T. Livestock LLC, of Frankfort, Ky., on Feb. 6, 2025, for alleged violations of the Packers and Stockyards Act.
A USDA Agricultural Marketing Service investigation revealed Tracy failed to pay timely for 143 head of livestock, valued at $35,854 in November and December 2021. Additionally Tracy failed to pay for livestock and issued nonsufficient funds checks for his livestock purchases, still owing approximately $7,399.
The P&S Act requires livestock dealers to issue full payment due for livestock by the close of the first business day following purchase and transfer of possession. Failure to issue payment timely for livestock purchases and failure to issue full payment for livestock purchases are violations of the P&S Act and regulations.
The secretary of agriculture has authority under the P&S Act to act against violators, including issuing orders to cease and desist, suspending registrations and applying other appropriate remedies as authorized by the act.
Two Brother Farms LLC and Joel Wingard
The USDA filed a complaint against Two Brother Farms LLC and Joel Wingard of Middlebury, Ind., on March 21, 2025, for alleged violations of the Packers and Stockyards Act.
A USDA Agricultural Marketing Service investigation revealed Wingard operating as Two Brother Farms, failed to pay timely for 772 head of livestock, valued at $106,385 in Dec. 2022. As of March 21, 2025, approximately $76,004 for livestock purchases remains unpaid. In addition, Wingard failed to keep and maintain all purchase and sale invoices, checks, bank statements, dealer receipts and other records necessary to document business operations under the P&S Act.
Crum Livestock LLC and Connor Crum
The USDA filed a complaint against Crum Livestock LLC and Connor Crum of Bloomingdale, Ind., on April 7, 2025, for alleged violations of the Packers and Stockyards Act.
A USDA Agricultural Marketing Service investigation revealed Crum failed to pay timely in 11 separate transactions from four livestock sellers in August 2022 through January 2023. Additionally, Crum failed to keep adequate records and issued nonsufficient funds checks for livestock purchases. As of the date of the complaint, Crum still owes one seller $9,689.
