Circuit Court of Appeals ruled on a lawsuit environmental groups filed against the Environmental Protection Agency (EPA) after the agency finalized a rule that provided a narrow exemption for reporting the low-level emission of ammonia from poultry houses under CERCLA and EPCRA.
